Letters to the GSA Group 70 Division Management about Bad employees.
The names of the some of the people involved in these letters have been changed.
I started working with GSA in 1989. In those early days. all but one of the contracts we managed was in the GSA Group 70 (Computer Division). I waited 10 years to file my first formal complaint with GSA about the bad staffing, bad policies, lack of policies and poor program management at GSA. These are the same problems that plague GSA today.

Of all the GSA contract officers I have ever dealt with (and the list grows each day) Shirley Downer (fake name) stands out as the very worst of the group. She was personally responsible for losing the official government GSA schedule contract documentation for at least five GSA contracts under Group 70.
Although GSA's standard comment about Ms Downer was always the same, "She's one of the best we've got." Which always made me reply, "If she is one of your best, then you are in deep trouble." And they are in deep trouble. Today, slowly but surely Group 70 contracts are being farmed out to other area of the country. Kansas City, San Antonio, etc.
After taking the time to write the letters above and meet with GSA management of the Group 70 Division to present the letters and follow up on the letters, it was obvious that nothing I was complaining about was going to change. My letters fell on deaf ears. In hindsight, I should have published them/circulated them better at the time and made more people in government and politics aware of the problems I was having.
It used to be that most of the bad people and bad decision making was limited to activity from 18th and F (Wash, DC) and then Crystal City, VA, but now GSA problems are felt from all over the USA. The sickness has spread.
I gave up trying to speak to the Group 70 management about their problems when it became clear tome that I was wasting me time.
